A one-day Practitioner's Forum has been organised every year since 1992. The aim of the Forum is to provide those working in the space sector with a forum for the exchange of views, knowledge and information. During the forum experts present the latest developments in, for example: EC law, contracts and procurement law, telecommunications, space liability and insurance, etc. Each presentation is followed by a question and discussion session.The forum is very informal, participants speak in their personal capacity and in general, papers are not collected or published.
On Monday 15 December 2008, the annual ECSL Practitioners’ Forum will be organised at ESA Headquarters in Paris, on the subject of “National space legislation in Europe – Issues of authorisation in the light of developments in European space cooperation”. The number and volume of national laws addressing the authorisation of private space activities is constantly growing also in Europe. This raises legal issues with regard to European cooperation in space both in the context of ESA and in that of recent EU developments, most particularly the drafting of a Reform Treaty containing a few relevant clauses in this context. The Forum will, consequently, encompass presentations by experts on such specific topics as registration of space objects, liability and insurance, intellectual property rights, space tourism, and will compare national, European and international approaches to authorisation. The Forum will address these important legal aspects in its usual format of a free exchange of opinions by representatives from the academic, governmental, intergovernmental/European and industry sectors, and will be open to participation by anyone interested.

poussés par les développements théoriques des mathématiques et de
l'informatique quantique, ont en ligne de mire l'ordinateur
quantique, cet objet incertain qui permettrait l'implémentation de
calculs à grande échelle. D'autres s'intéressent davantage aux
formidables propriétés de ces systèmes. Tous font appel à la fois à
la physique propre aux systèmes quantiques, et aux développements
technologiques liés aux nanosciences. Après une période où ont paru
des résultats très spectaculaires, mais aussi des annonces plus ou
moins dignes de foi, l'OMNT a jugé opportun de proposer une journée
pour faire le point sur le sujet.

intended for all management within industry, government, academia
and/or contract biological testing facilities especially:
• Scientists
• Regulatory/Compliance Personnel
• Quality Assurance Staff
• Those newly assigned GLP responsibilities
• More experienced personnel needing to update their knowledge The main intent of this course is to review the requirements imposed by Good Laboratory Practices (GLP) regulations for facilities engaged in toxicology and product safety testing, primarily in animals and biological test systems. The responsibilities and functions of management including the Study Director, Principal Investigator and the Quality Assurance Unit (QAU) will be covered. Various procedures for meeting the requirements of the regulations will be presented. The lectures will be supplemented by a question and answer session conducted by the Faculty and by workshops involving problem-solving exercises. The course will concentrate on OECD and FDA Good Laboratory Practices and their application. This will include recent developments regarding multi-site studies and their practical interpretation. Additionally there will be sessions relating to computer validation, particularly as required by FDA in their 21 CFR Part 11 documents. Emphasis will be placed on the practical implementation of GLP and discussion including problems that the participants bring to the course.

Le Conseil ITER, l’organe exécutif de la nouvelle Organisation internationale, s’est réuni pour la deuxième fois les 17 et 18 juin 2008. Cette réunion de deux jours, qui s’est tenue à Aomori, au Japon, a rassemblé les hauts représentants des sept Partenaires de l’Organisation ITER : la Chine, l’Union européenne, l’Inde, le Japon, laCorée, la Russie et les États-Unis.
ITER est la plus grande installation expérimentale de fusion jamais construite. Le programme a été conçu pour démontrer la faisabilité scientifique et technique de l’énergie de fusion est à l’origine de l’énergie du Soleil et des étoiles. Quand des noyaux d’atomes légers fusionnent pour former des noyaux plus lourds, une grande quantité d’énergie se trouve libérée. La recherche sur la fusion vise à développer un prototype de «centrale de fusion» qui soit à la fois sûr, fiable, respectueux de l’environnement et viable d’un point de vue économique. La fusion repose sur une ressource en combustible abondante et universellement accessible.
